I don’t think this guy thought that through. I always got the impression Batman doesn’t care about politics, only what he feels is right. Keep in mind there are numerous instances where Bruce will take in one of those guys on the street and give them a job at Wayne Enterprises to help get them away from living through hell, if he feels they’re a person with good intentions, but stuck in terrible circumstances.

I think it was just a joke told by a comedian for laughs mate - a video of Reg D Hunter’s take on Batman is here (on a satirical BBC news program called Have I Got News For You, some years ago now):-

Oh yeah, forgot about that movie. I saw some of it. Didn’t really care to see the rest of it. Though, the effects were pretty good.
