Help: looking for... Kevin Rubio's TROOPS (1997) Commentary

Does anyone have or know of a place outside of the fairly elusive DVDs to hear Kevin Rubio’s commentary for his 1997 fan film, Troops?

According to this - https://en.wikipedia.org/wiki/Troops_(film)_ :-

‘Troops was released on the free DVD given away with the inaugural edition of Total Movie magazine, complete with commentary track by Rubio. It was also included as a bonus feature on the 20th anniversary DVD of the TV series COPS’
