video filter to stabilize color?

does anyone know if there is a color filter to average out the hue, contrast , gamma, etc over multiple frames or a whole scene, or is this something that pretty much has to be done one frame at a time?

what’s the intent/source?

Is it to denoise?

Is it a bad VHS capture with flickering chroma?
