highest resolution for anamorphic dvd?

Would a HD video converted to to DVD resolution look better than a standard DVD of the same material? I know it depends on the mastering, but I would assume the HD to be a cleaner picture to begin with, while most DVD material didn't try to look as good as it could. The move in question is a Blu Ray 720p mkv, 90 min film, but only takes two and a half gigs up. I would guess from that that I could fit it onto a standard DVD and not compress it, but then again I know sh#t about HD conversion.

I went back through and re-edited this correctly, and I'm quite happy with the result. Problem is, when I render the final cut, there is one (that I can find so far) scene, right before a cut that repeats 2 or 3 frames, then goes to the cut. It's very obvious, and I can't figure out how to fix it. I've cut frames out of both sides of the cut and re-rendered it several times, all with the same result.

At this point should I render the whole thing, demux it again, dump it into womble and try to cut the frames out again?

Can you copy dvd's made with a dvd recorder?

They are the same type of file. Mine adds a menu file, but the Video_TS files are still there, and you can just ignore them when you copy to your hard drive. If I'm just making a cheap, quick copy of something, I use my DVDR recorder, and set it in two hour mode. If I really care, I set it to one hour mode, and record however many discs it takes to copy it, and then splice them together on my computer with Womble, or something of that nature.
