Maybe it was really mega-mega-mega Death Star (sans weapons)! Maybe it started as a small artificial satellite that someone built a house on and it kept growing and growing and being built on, etc, etc.... Maybe the core is hollow and contains HUGE water holding/recycling tanks (I mean I assume they pee and stuff so it has to go somewhere) and then occasionally giant artifical geysers errupt 'rain' over areas of the planetoid to clean it up.
Obviously we don't know *exactly* how their government worked but my guess is that *whichever* official representative makes a motion its on behalf of the planet they represent- and a motion is basically just to officially open something up for discussion meaning that even if 15% or whatever of other systems voted 'no' the systems either independently wanting military action and/or already under Palp's sway would have been enough to make the motion pass. Palps just needed someone stupid enough to have the balls to actually bring it up.
As for Siphodious (sp?) I feel it was just another case of too many names for too many superfluous characters and GL just lost track of it or it was meant to be someone else (like Dooku under a psuedonym as discussed elsewhere).
The 'binary sunset' sequence is a crowning moment of cinema and is a perfect synergy of performance, cinematography, direction and scoring. The ENTIRE message, IMHO, of the OT is told in that one short sequence- with, I'll add, only approximately ONE 'special effect'.
That scene was added on, thematically, in ESB with the 'I am your father' exchange (in which we learn that hope can sometimes turn to despair which in turn can create a direction in our lives) and then in ROTJ with the 'I am a Jedi' sequence and the Emperor scenes which follow (bringing us full circle and showing that mature decisions and the right direction can lead us down the correct path even at the very end).
*sigh* Escapist fun yes. Lessons to be learned for a young impressionable mind? Absolutely. I'll refrain from any comments on the PT in this thread.
