Well, I think nobody does.
The best results should come from these presets you can download. I used the recommended DXVA-HD-HQ preset recently with amazing results:

The easiest way would be to use ConvertXtoDVD. Depending on processing speed, you can have a DVD5 ready to play in under an hour.
Unless things have changed you definitely don't want to use Convertxtodvd. It doesn't use a good encoder like HcEnc. AvstoDvd is superior.
That said, from everything I've read on the web the best way to go is to use MultiAvchd to convert HD files to SD DVD. It's worked for me and it's meant for such conversions.

Others have said many times that in your case you need to clear your Internet cache. I recommend using 'Ccleaner'. It's a great lil program, here's a link. :

Didn't he use the clv discs and not the CAV. Someone else on these boards captured the rarer CAV coffret set.
I have always wondered if all the European transfers were from the same masters. As no one has ever preserved the german releases this is just a guess that they are the same as the french releases.

You should try watching Q2's or Seciors' fanedits of The Phantom Menace. TPM was my least favorite prequel too until I saw these fanedits. Now it's my favorite and I'm never going back to the original and the insane amount of Horrible Jar Jar.

As long as the mkv was created with version 4.1.1 or earlier of mkvmerge GUI (MKVToolnix) you shouldn't have any problem loading it into tsmuxer. It's worked like a charm for me for a loong time.
