Darth Maul says this in the clone wars in a tone that’s not dissimilar to Adam driver. I think you could get away with adding Kylo Ren’s voice modulation and passing it off as his dialogue.

It was recently confirmed by (Lucasfilm art manager) Phil Szostack that the scene was filmed and finished but was cut for time.

I think I might have found the perfect spot to sneak in Vader’s castle!

The fundamental issue with a (vanilla) Rey-nobody edit is the absence of an engaging inner conflict, stripping Rey of any compelling character arc (not that Rey Palpatine was compelling, but at least there was conflict.)

Rey accepting her self was already done in TLJ. “I’m Rey, just Rey” just won’t cut it in this context. If TLJ was about acceptance of identity, TROS should be about coming to terms with the darkness within. Integrating the shadow.

Rey: “I saw myself on the dark thrown, I won’t let it happen. I’m not leaving this place, I’m doing what you did”

Luke: “I was wrong, it was fear that kept me here. What are you afraid of?”

Rey: “Myself”.

In a Rey No-one edit that fear has to be justified to Rey as well as the audience. Yes she’s superpowerful and yes she used force lightning, but that should be the tip of the iceberg, the superficial aspect of that fear.

The audience must feel a sense of dreaded inevitability, that Rey, if left unhinged, will turn to the darkside. Who she is, what she has done, and what she is capable of should all point to the same direction.

Rey’s connection to Palpatine must also be tackled. He’s the big bad, she’s the protagonist. He wants her alive , she wants to kill him. There needs to be a connection there.

“Skywalker is dead, the Republic, Destroyed. The work of generations is complete. The day of revenge is at hand, the day of the Sith. Send the fleet across all the galaxy, let it burn. The Final Order begins.”

“Yes my lord”

It raises the steaks from “a world they know” to the entire galaxy. It also ties everything in the past two films into a neat knot.

Now Poe’s dialogue makes more sense in response to this. “so Palpatine has been out there all this time, pulling the strings”

I’m out of the editing game for a while cuz of ma computer but if anyone is interested here’s how I made Palpatine’s new lines.
Skywalker is dead!
The Republic, Destroyed

“Skywalker” - Return of the Jedi - The Emperor’s arrival. “You have done well lord Vader, and now I sense you wish to continue your search for young Skywalker”

“Is” - Rise of skywalker - Rey and Palpatine. “Luke Skywalker was saved by his father, the only family you have here is me”

“Dead” - Rise of Skywalker - Sith Sacrifice. “And with a stroke of her saber, the Sith are reborn. The Jedi are dead!”.

“The Republic” - Revenge of the Sith - Palpatine creates the Empire.“In order to insure the security and continuing stability, the Republic will be reorganised in to the first galactic empire”.

“, Destroyed” - Return of the Jedi - Palpatine zapping Luke with lightning. “If you will not be turned, then you will be destroyed” .

Is a little short, but if you combine it with the dialogue from the broadcast it might work better with the reaction shots from the resistance base.

Another way to implement Palpatine’s message would be to have it broadcast from the Navigational Antenna on Exogol.

It could go like this:

Rey: What’s the message?

Resistance base intelligence: Officer Intercepts strange sound from beyond unknown space.

Coruscant 1313 : beaping nose echoes as traffic continues as normal.

Coruscant - 1313- Bar: bounty hunter’s eating when their transmitters suddenly all start beaping.

Resistance intelligence: Tense Officer listens intently awaiting transmission.

Coruscant - 1313 - Bar: bounty hunters pickup their transmitters as beaping sound continues.

Exegol: Sith Antenna makes beaping noises as the star destroyers ascend in formation. Heavy Laughter Beams from the Antenna.

Resistance Base : Everyone is huddled in a circle. “At last”

An elegant silhouette in the clouds, shadowed by a First Order Destroyer: “The work of generations is complete”

Resistance base : faces stare at eack other in horror “The great error is corrected”

Achto Island - Exterior: “Skywalker is dead!”

Space - Remnants of a civilisation: “The Republic, Destroyed”

First Order Capital - Night: “the day of victory is at hand”

Kylo Ren’s command deck- Night: “The day of revenge, the day of the Sith”

Would be a nice call back to “perhaps the Supreme leader should consider using a clone army” in TFA.
