It *used* to be, but I'm not sure if it is still in print. There was even a pretty cool RPG based on it (not video game, pen and paper RPG) at the time. At its core it was a parody of Frank Miller's (creator of 'Sin City') run of Daredevil from the 80s. Hence the ninja bad guys (originally people NOT robots), the Sensei named 'Splinter' (Daredevil was trained in martial arts according to Miller by a Sensei named 'Stick'... get it?). In fact, if any of you are familiar with the origin of Daredevil (in the comics at least) and the Turtles they are the same 'event'- Young Matt Murdoch was walking down the street when a small canister of radioactive goo gets thown from a vehicle and hits him across the eyes. In TMNT, the canister falls down a sewer grating and lands on four poor little discarded pet turtles and a rat... mutating them into... well, you know.
