I suggest checking out Gotham After Midnight and then compare the art with any of his Batman stuff from the '90s.
It certainly looks different from 90s artwork. However I don’t know if it actually looks BAD.
Then at some point in the 2000s he just got lazy and started drawing every character that wasn’t Batman or a ghoulish monster as vaguely humanoid blobs.

Yes!
Make your own. You have infinitely more flexibility when you create your own assets than if you just rip them from someone else. Plus it means you’re less likely to get nailed legally.
Plus it’s good practice.
