Sudden blockiness of video while editing in PPro 2.0 - Problem solved!
Time
"but could this be a "frame blend" or "field option" problem"

At the very least, this would result in horizontal banding.

I was wondering if this happened at the layer change, but you said your master doesn't show these problems. Maybe try ripping the MPEG with a different program and inserting that version. If the problem continues, then there might be a flag in the MPEG that is messing with Premiere.

DVD Ripping
Time
1) I like DVD Shrink, but most people here seem to use DVD Decrypter.

2) Can't answer that, as I've done DivX only a smattering of times with different programs. VirtualDub and the right codec should be able to do it.

3) What do I set the resolution as to rip in 4:3?
4) What do I set the resolution as to rip in 16:9?

In DVDShrink (and DVD Decrypter), you locate the 16x9 stream, and/or 4x3 stream, and rip the appropriate one. If there's 4only a 4x3 stream to rip and you want it to be anamorphic, you will have to resize it in something like VirtualDub, and re-encode the MPEG.

"It's only scaled vertically. If it's in it's "native resolution" - as you put it - it's been scaled horizontally."

You DO realize, of course, that when these folks zoom in on the letterboxed picture on their widescreen TVs, it will be upscaled vertically AND horizontally. This will bring the edges to the sides of the screen, AND cut off a portion of the black bars at the top and bottom. (Hence the comment about cropping the pics not being a problem, not that you were paying attention to this.)

If it were only upscaled on one axis, then you would ruin the aspect ratio - though I'm sure that if Lucas released them in such a way, you'd find a way to explain why this was a good thing.

Anyone got that pic that Neil S. Bulk had in his .sig, showing the black bars encircling the 4x3 SW video frame on all sides when displayed in its "native resolution" on a widescreen TV? I think our little friend needs a visual aide.

Split avi to audio/video?
Time
"the image and audio will not sync, or am I wrong?"

Technically, no, because you are not making the video shorter. Sure, you are combining frames, but you are changing the framerate as well (30fps to 24fps). More frames/faster framerate to fewer frames/slower framerate = same amount of time altogether.

That being said, it's not impossible to lose sync. I, myself, have not had this problem, though.

"I'm talking about the non-anamorphic one, and it looks just fine."

If you are so willing to settle with what Lucas is giving you, why are you here?

"OOT = Bonus Material = upconverting the NTSC source on a PAL disc."

"That's still just speculation."

How so, considering that's what was done for the LDs? What makes you think he's going to do a new PAL transfer, when it's already been officially stated that the NTSC transfer will not be redone? You certainly seem to be going out of your way to give Lucas the benefit of a doubt.

Unabashed love for Lucas is one thing, but ignoring historical fact is another.

P.S. Now that I think about it, didn't a French magazine make a comment about the PAL DVDs as well? I don't recall the specifics, though I'm sure boris is willing to guess it's a new transfer.
