Removing ink/paint from a film frame?

So, say I had some deleted footage I wanted to use. Some of the frames have some sort of inked or painted script playing along them, like so:

To an effect, it's like when they add two vertical lines closing in on each other to indicate a fade. Is there any feasible way to automatically eliminate these markings? Or is it that I have to paint them out by hand? (Probably the latter.)

Oh dear me, the whole thing suffers dreadfully from haloing. It's not as obvious in v11 under the grain, but it's there. Here's my comparison - v11 on the left side, v14 on the right.

Still, the algorithm has done a superb job at reducing the aliasing, so there's a start.

Looking good! v14 appears to have done a good job at removing all that static grain, though I do have to concur that v11 does look just slightly more appealing. Not completely sure which one gets my vote though; I'll have to assemble a split-screen clip for comparison.

I also believe that mixing the GOUT and Technicolor palettes would garner a decent look.
