But we've got a bunch of new members joining up each day and we'll have more with this GQ article that Jay was interviewed for, so it would be a good idea for us to keep this thread on topic so people searching for information about Revenge of the Sith actually find it and not a Terminator discussion. Sound semi reasonable?

Probably because they got Ian McDiarmid for the part. The Emperor only had a thirty second scene in Empire Strikes Back so it wouldn't have been worth all the trouble to look for someone who could actually play the Emperor in Return of the Jedi. They probably didn't even know what the Emperor would look like at the time.
And even if they had gotten Clive to play the Emperor in Return of the Jedi it would've still looked different, because he only did the voice in TESB, the actual part was played by an old woman with chimpanzee eyes superimposed over her (http://www.starwars.com/databank/character/palpatine/?id=bts).
If thats true then I am very happy about this change. I thought Clive was the emperor there. I had no idea the Emperor was originally a women. This should have been done in 1997. Personally I love all the new changes except Hayden head and Bobas voice.
