I used this decoder I found on a link on a faq for GTA: Vice City at gamefaqs.

There is a whole guide on how to do it in that faq, if they haven't removed it yet.

I've been following Ioan Gruffud since he played in the Horatio Hornblower series, and(overlooking King Arthur which really wasn't his fault) he is a pretty promising actor.
