Make that two.  I looked up the name and found a link to a Star Wars wiki page about the character.  I saw Phantom when it came out and also have absolutely no memory of that character.  That wiki page had a few screen grabs and made it sound as though he even had a few lines.

You guys are killing me!  A few lines?  I had the most important dialogue in any of the six movies.  Here's proof:
