There's also this deleted scene from the trailer that could be used to establish that Palpatine's coming right away. It's of his ship arriving at Coruscant, but the planet could easily be changed to Mustafar. I don't know if it exists in high quality though.
I used that clip. It's at about the 1:40 mark.
