It would be something like a GTA style city, done in GTA style rather than the cheap imitations used in True Crime and Getaway. Your characters main controls would be sort of GTA esque, but you could get strong, jump high, level up, and eventually learn ki flight. The story is just a bunch of weirdness:

It so happens that Clinton, Edwards, Kerry, and Gorbachev are really aliens that crashed on earth 1000 years ago and have lost the key to the spaceship that went down in Syberia. The other crashed underneath what is now Ridgecrest, so the aliens try to take over the world long enough to ban organized religion so they can demolish Ridgecrest and dig there for their ship.

Thier greatest piece of technology is the "plot hole generator", which tears the boundries between fiction and reality. It is finnaly activated in 1985 when the game starts. You customize your character down to the pitch and octave of his or her voice, and can even design your girlfriend or boyfriend, who eventually becomes a ninja. THe gameplay has all kinds of variety, including a fighting game that combines three fighting styles as in MK, good mechanics such as in VF4, and weapon fighting on par with Soul Caliber.

But in the meantime, when you are not trying to stop Gorbachev, (he's the oldest and the mastermind) you do all kinds of weird stuff, including fighting demons, rescuing your girlfirends parents from evil ninja's, ect ect. As the game goes on, the lines between fact and fiction begin to blur, giving you acess to more and more fantastical abilities, such as enrgy attacks.

Plus you get to fight and kill Marylin Manson, which is a good thing. He transforms into a giant demon appropriately called "the Antagonist"
