Need Help with Capturing Problem "Tracking"

I've been trying to fix this problem for some time now and have tried everything I can think of with no luck. I am a "newbie" when it comes to video capture and I know this is the place to ask the experts. So here goes. I'm having problems with some of my VHS tapes when I try to capture them on my PC. I have a Windows XP Pro desktop with 512Megs of Ram plenty of Disk space etc. I'm using Sony Vegas Video, I have an ATI 9200 All-In_Wonder Card as well. When capturing video there is a white line across the top of the video and the picture tends to jump a bit like the tracking needs adjusted. I've tried adjusting tracking, switched cables and even have had this problem on my other Video capture card. I have even tried using a SIMA copymaster to enhance the video quality but to know avail. Weird thing is, when I plug my VCR into my television, I don't get the same problem. It's only when I try to capture it on my PC. Here are some samples of what's happening when I try to capture "The Gong Show Movie":

Any help would be greatly appreciated. I have tons of Star Wars footage and extended cuts of various movies that I'd like to capture on DVD but Can't get past this problem.

Thanks,
Jay

Have you tried using a different VCR?

MeBeJedi: Sadly, I believe the prequels are beyond repair.
JediRandy: They’re certainly beyond any repair you’re capable of making.

MeBeJedi: You aren’t one of us.
Go-Mer-Tonic: I can’t say I find that very disappointing.

JediRandy: I won’t suck as much as a fan edit.

Have you tried posting to Doom9.org, where the real experts hang out?

It looks like head switching noise to me, although normally you would only see it affect ~10 lines at the bottom of the capture. Makes me think that this tape is not first generation, but a "copy of a copy". Have you tried other tapes, maybe better quality retail originals, and do you get the same noise?

I would hazard a guess that the reason you don't see this on your TV is that it occurs in the overscan region of the picture.

The solution is to crop the top of the picture, either during capture if your software allows it and your system is fast enough, or during post-processing.
