DVD Reframing question

I have this DVD that's in Widescreen (1.85:1). However, it's only framed correctly on a 4:3 TV. When I try to put it on my widescreen TV, it stretches it out. Is there any way to burn a new copy of the DVD that would get it to reframe correctly?

1.85:1 does not show lines at the top and bottom on a widescreen tv.

Are you sure the disc is anamorphic? It sounds like it's a messed up setting on your TV, which is apparently currently set to stretch out the 16:9 image of a standard anamorphic DVD.

Nope. That's really the way it is. It's for some reason not enhanced for widescreen TVs. The movie is the Super Mario Bros. movie. Lots of people have reported the same thing so it's not my TV. I want to do something to get it framed correctly on a widescreen TV...

If the disc is not anamorphically enhanced, then yes, you have to change the setting on your TV. You have to change it from 16:9 mode to some sort of zoom mode that's built in to use on discs that are 4:3 and not 16:9.

Well, it's in 4:3, but it has the black bars on the top and bottom. I'm just saying, when I change the mode to 16:9, it stretches that out instead of reframing the picture.

Yeah, I could use the zoom mode, but it cuts off the picture. I wanna fix it to where it's correctly framed.

You need DVD Decrypter, AVISynth with DGMPGDec plugins, VirtualDubMod, MPEG-2 encoding software (CCE, TMPGEnc, etc.) and a DVD authoring package (DVDAuthorGUI, DVD-lab, etc.)

Rip the video, crop the black bars, resize vertically by a factor of 1.333, add black bars back in if necessary to make up to DVD compliant resolution, re-encode, remux, author and burn.
