Why is there an exact duplicate of Earth? What’s happened to the planet since?

There were a lot of exact duplicates of Earth in TOS.

Not really. You get planets where their culture is near identical to earlier points in Earth history. Sometimes with a twist.
Miri was an actual duplicate of Earth with the exact same continents and this is reflected in the dialog.
I’m sure the bald aliens from that lame TNG episode did it just for shits and giggles.
