The real question is, "What if Star Wars didn't have any wars?"
I imagine it would be some boring political (though naively so) flick with a lot of deliberating in the Senate and sending commissions to planets to ascertain problems because apparently no one has Internet access.
To answer the question the thread poses, I think a movie called "Wars" wouldn't be specific enough.

I just assume Wars would be a present-day retelling of Star Wars in the vain of all the modern warfare video games of the day.

If there were no stars, then the Great Old Ones would have full sway over the universe, no none whatsoever. It all depends on how they're affected by the heavenly bodies.
Advance Wars would be the Gameboy adaptation and Luke would have to blow up the Death.
That's a point.
The ST will have the first Star Wars films not to be adapted to a Gameboy console.

The Evil Galactic Empire, with its fleet of Destroyers, is ruling the many Systems through fear of its ultimate weapon: Death.
Luke, meanwhile, is on a planet that isn't anywhere in particular, there being no "bright center" to the universe. He doesn't longingly look into the distance, for there is only the binary moonset, and that happens in complete darkness.
Hyperspace travel doesn't require precise calculations, for there are no stars to fly through or supernovas to bounce too close to.
Anakin Skywalker was the best Pilot in the galaxy. However, he doesn't look into the sky as a child, wondering if they all have a system of planets, but that's because the prequels didn't happen. Because they suck.
