PAL -> NTSC audio conversion (probably easier than it sounds)

Okay, here's the deal. On most European releases of the John Carpenter flick They Live, there is a commentary track featuring Carpenter and Roddy Piper. Not so on any American release. I was able to find an MP3 of the commentary audio track, but it is of course in PAL.

I can easily enough throw the audio file into Audition, slow it down by the appropriate amount and make a backup of the American DVD that I own with this as a secondary audio track, but I do not know the conversion factor precisely. Would I just slow it down by 4%? Would that mean that the converted audio track should be 96% as fast as the PAL?

I missed this thread to begin with, but for the record:

Assuming that the PAL video and NTSC video have the same number of frames (i.e. it's only the framerates that are different), then you can work out the adjustment from the fps: 23.976* for NTSC, 25 for PAL.

The PAL audio needs to be slowed down to 95.904% of the original speed (i.e. 4.096%).

After conversion, the total running time should be longer by a factor of 1.0427.
