Non-linear movie resizing?

I'm working on coverting some old home movies for my folks and wanted to experiment with turning 4:3 to 16:9. What I'd like to do is crop off a little from the top and bottom of the video and stretch it horizontally with a non-linear resize.

Here is an exagerated example:

Is anyone aware of any video tools that have this sort of option?
