Odd PAL to NTSC question

I'm looking to do an fanedit of my own real soon of a fairly well known concert DVD. I don't want to say too much on what one I am going to work on at the moment since I don't want to get people's hopes up right away..... outside of the fact that the official DVD has a god aweful "directors cut" that most fans of this band really dislike.

The issue is that the official DVD's sound while the video *IS* NTSC on the Region 1 release the audio for some odd reason has the same speed/pitch issues that you would expect from a PAL DVD. In other words its playing a bit too fast. I verified this myself as I ripped the audio from the DVD to my system then slowed it down on Winamp until it sounded proper.

Anyways... is there a way I can get this adjusted to the video while keeping everything synched? My biggest worry is that the audio after adjusting it will no longer synch with the video. I will certainly be thankful of any suggestions, advice, etc....

So you want to keep the audio the same length but decrease the pitch?

Yes there are several audio editors that can do this, even a free command line program SoundStretch. However, such methods may introduce digital artefacts, especially on music.

You need to find out the frame rate the video is in. Demux the audio and video and take the audio file and load it up into DGPulldown program and then let it convert it to the proper frame rate that you need.
If it is just a poor sync issue then you will need to experiment with time streching or interleaving and audio skew correction.
There are several programs that can do this. Just do a search in google.

Indeed. That is why I'm trying to figure out how exactly I can fix this issue for my edit.

Video with NTSC resolution (720x480) and a PAL framerate (25fps) is not DVD compliant.

I think that Mediainfo is probably reporting duff information. What does Bitrate Viewer say? Or try loading into VirtualDubMod and select File -> File Information.

That makes more sense - the framerate is now reported as 29.97fps, which is a valid NTSC video stream.

So what's the audio, AC3? I think you should be able to use BeSweet with the -soundtouch parameters to lower the pitch by one semitone, whilst keeping the same length (and thus keeping sync with the video).
