I had (most of) that playset when I was a kid (not the SW reference piece), and before I had the Indy figure, Han & Leia would get trapped in the Well of Souls on a regular basis.

The simple answer is that the toy designers are privy to the costumes, set, and maybe even storyboards, but not to what gets left on the cutting room floor.
And I still can’t get a Jaxxon. 😦

It still amazes me that they made action figures based on a scene that hit the cutting room floor.
I was always puzzled by the shot of Luke used for the cardback for the RotJ Luke–he was in Jabba’s palace pointing a blaster at the camera. I was always like…but that never happened.
Only much later did I notice in the film where that shot was cut from. You’ve got Luke summoning a blaster, then cut straight to him getting apprehended by guards who are grabbing his arm, which is almost fully extended with blaster.
The shot looked cool, so they used it for the figure card, but frankly it probably didn’t make sense in the film. (What was Luke supposed to be waiting for? Jabba to shoot first?)
Anyway, I still don’t know where they could have had the shot of Snaggletooth in prison that they used for his cardback…
Poor Snaggletooth…
A lot of products don’t use stills from the films but promotional photos taken on set. So you’ll see characters in various scenarios that were never meant to be in the film but made for a cool photo.
As for Snaggletooth. That’s not a prison but the Tatooine Cantina set from the Holiday Special:

(All kidding aside, though, good eye. Mystery finally solved, and I feel much better knowing that little guy remains a free…whatever he is.)
