Need Help with Capturing Problem "Tracking"

I've been trying to fix this problem for some time now and have tried everything I can think of with no luck. I am a "newbie" when it comes to video capture and I know this is the place to ask the experts. So here goes. I'm having problems with some of my VHS tapes when I try to capture them on my PC. I have a Windows XP Pro desktop with 512Megs of Ram plenty of Disk space etc. I'm using Sony Vegas Video, I have an ATI 9200 All-In_Wonder Card as well. When capturing video there is a white line across the top of the video and the picture tends to jump a bit like the tracking needs adjusted. I've tried adjusting tracking, switched cables and even have had this problem on my other Video capture card. I have even tried using a SIMA copymaster to enhance the video quality but to know avail. Weird thing is, when I plug my VCR into my television, I don't get the same problem. It's only when I try to capture it on my PC. Any help would be greatly appreciated. I have tons of Star Wars footage and extended cuts of various movies that I'd like to capture on DVD but Can't get past this problem.
