How do I shift chroma vertically?

Hi guys. I'm doing a restoration project and I could use some help.

The source material appears to have all the chroma information shifted lower down the frame.

The source I'm using contains deleted scenes that are not available anywhere else, so I'm stuck with it.

Can anyone tell me a good way I can move all the chroma back up where it belongs?

FYI: I'm very familiar with VirtualDub, and basically familiar with AviSynth.

 

Also, any other tips on making this look better in general would be very welcome.   :)

I just made a donation, too, and I really appreciate all the work everyone is doing.
I haven't posted in a very long time, mainly because I don't have much too add. But if there's ever a PAL to NTSC project, I could offer lots of help. I'm currently doing that with a Firefly project I'm working on and it's going great. (25 fps --> 23.976 fps sync'd with the NTSC audio, weee!!) If anyone can come up with way to get X0 like video from a PAL laserdisc player, I'd be happy to donate to that cause too (time and money!).
