Actually, the imagery was very nice on that scene. If you notice, Obi Wan is wearing his hood, and Palpatine is standing right next to him. It's meant to make you visualize Palpatine with the hood on. That scene did give me chills when I first saw it even knowing that he was the Emperor.

there is a prequel novel to phantom menace which shows how he had chancellor valorum wrongfully accused, to get to become chancelor himself, also he uses padme in a way to get his position. just like he uses jar jar in attack of the clones, and anakin in revenge of the sith. He is a true satanic mastermind, a puppetmaster who uses others for his own evil schemes.
