What’s the best program for upscaling sd cartoons without smoothing the image and without giving a watercolored look?

I use Topaz Video AI, it takes a bit of tinkering with it to get the ideal results, and can take a bit of time. But it’s given me some good results.
(it’s also a bit pricey, but definitely worth it)

I upscaled the Ninja Turtles 2003 Series into 720p with pretty decent results.
