Video Resize/ Crop

i need to crop a section of a video from the bottom....dont care if i have to re encode...just dont want the entire  hour long episode cropped from the bottome  just a section

You will have to re-encode.  I would do this in Avisynth.  Unless you want a black border at the bottom of that section, you will have to resize, as your thread heading suggests.  While this might seem like simple enough thing to want to do, you might have to study more than you realize in order to do this, and you will have to think about whether or not what you want to do is worth it.
