It's already been established that places and people are more strong in the Force than others.
So you could see it as his home stone taping some of his essence making it easier for his ghost to manifest.
In ANH we don't see Ben's ghost at all, in ESB we see him very briefly, most of the time it's still his voice, in this film Ben's ghost walks through the swamp, sits down on a log and has a nice long chin wag.
You could put that down to Luke becoming a more powerful Force user or you could say that it's a mixture of Luke being stronger in the Force and the place he is manifesting in being linked to him.
The original intension seems to be that Ben and Yoda could literally come back to life when the time is right and as Luke had jumped the gun, facing Vader too soon on Bespin the time was not right for Ben and Yoda to show their hand.
I'm glad they didn't go down that route in the end but as far as Vader is concerned Ben was Luke's teacher and now that he is dead that the end of his formal training.
If Vader was aware of Ben or Yoda's interference that would have seriously limited their chances to activate plan B if something went wrong with Luke.
If Ben's ghost was moved to his house it would still have to be more subtle a scene than it is in current version as his hut isn't long enough to allow for him to stroll up to Luke which would mean returning to a mixture of voice only and ghostly manifestation but at least you get the sense of bookending resonance.
When Luke first entered that room he knew nothing about the Force or his father, when he leaves it this time he is a fully trained Jedi Knight and has the full story about his father and his sister.
In both cases he is on the road to rescue a Princess with two droids but now without the need of a teacher.
The returning to Yoda has already happened, he did it straight after getting better to prepare for rescuing Han as a fully trained Jedi.
Yoda lived long enough to finish his task.
Han is on Tatooine so having Ben deliver his lines on Tatooine makes sense, he is showing Luke that there is even more at stake saving Leia from herself than just saving his friends.
In the wrong hands Leia could be just as much a threat as Vader (or potentially Luke).
