I re-edited American Idiot with stuff from President Bush, American Edit, American Idiot B sides,The Network ( Green day's new wave band) and some of Green Days early stuff ( Minority ,which I shortened, and Booze Sex and Drugs). I have several short tracks that I want to make into one track, which I want to name the track Red Neck Agenda, also I would like to be able to put Sweet Home Alabama under Bush's speech from 9/11 but I don't believe that I can do this w/ Nero. Any sugestions would be helpful. I'm about 99% there when done I'd like to share but when American Edit came out Time Warner threatened lawsuits so I'm not sure if I'll risk an upload might PIF tho.

It sounds like you want to dub in music over (under?) an exisiting speech? You should be able to do that in any video editor - or are you trying to do this without recompiling an existing VOB?

Just been playin w/ Nero haven't used any VOB files purely audio files

See if you can get Sound Forge or Adobe Audition. You can do the kind of thing you're talking about in those programs very easily.
