No it wouldn't. It would need to "upscale" it on LCD or Plasma - as they have fixed pixels... but on CRT you can watch it at it's native NTSC resolution. So, the PAL system would still need to upscale the NTSC dvd, and in turn introduce it's own interpolation, for playback at 720x576 .
