I think that is incredibly harsh to compare Troy to an extended version of Xena or a made-for-TV-movie.  While I agree that costume design was better on Kingdom of Heaven, it was certainly not poor on Troy, which was why it was Academy Award nominated for best costume design.  Kingdom of Heaven's production certainly did have that gritty Ridley Scott realism, but it is hard for a film that is set in a mythical era to strike a balance between realism and fantasy, and I think Troy struck that balance really well.
