Christopher Lee playing a pompous ass I can do without. I agree that Portman was dreadful in ROTS. I also found McGregor annoying and artificial in the later two prequels.
In all fairness Christopher Lee wasn't really given much to work with. Lucas could have kept the mystery of whose side he was really on in Episode II for more than 30 seconds, maybe even not reveal his true allegiance until the third film. They also killed him off way too early in ROTS.
His old pal Peter Cushing, (also a Hammer vet) had enough on the script page to make Tarkin memorable.
Not keeping Dooku around to exchange curious glances with a younger Tarkin was an missed opportunity! And if Clone Wars does it, I'll faint from shock. I'm still amazed they've made Anakin and Padme into better characters. ;)

About a 2/10, apart from one or two scenes, he was absolutely awful. Every line delivered in that horrible monotone way, with no emotion, or effort. The acting in general was subpar, as everyone has said.
Sam Jackson was Sam Jackson in a robe, which is fine I suppose, but it's out of place in a Star Wars movie.
Natalie Portman was dreadful, which is surprising given she's often excellent. I still blame Lucas for this one.
Ian McDiarmid was awesome, both as the fairly subtle (for Star Wars anyway) Palpatine and the cackling Sidious (man did he look like he was having fun). The best of the lot.
Christopher Lee was given nothing to do, but he did it with dignity as always, a wasted oppurtunity though.
Ewan McGregor was commendable, his acting wasn't always terrific, and sometimes it got a bit hammy even, but he clearly put a lot of effort into "being" a young Obi-Wan, so I can't complain too much. He is capable of better, though.
Liam Neeson was good, as he usually always is, shame he had no part in the second two, he would have helped them a lot.
The really overdid the writing for Yoda, he was nearly imcomprehensible at times, Frank Oz did a servicable job, not as good as the OT, however.
I felt embarrased for James Earl Jones, he only had three lines in the trilogy, and one of them was "NNNNNOOOOOOOOOOOOO". Treat him better, Lucas.
The guy who voiced General Grevious was atrocious.
Most of the supporting characters were uninteresting, I can't think of any that stood out.

Well... he was an awfully subdued Sam Jackson. The part sure didn't make much use of his talents. Also, Windu came off arrogant and was often annoying. And Sam Jackson doesn't fit prequel Jedi and they don't fit him. Jackson is a really good actor, but a lot of the time in the prequels he was just annoying.

Once ROTS got to the point when Windu came to arrest Palpatine, Ian's performance turned to shit and never recovered. He delivered some excruciating "acting" in the later part of the movie.

A key thing about the later two prequels is that all three main characters came across false and were unrelatable. Kenobi in the later two films, particularly the second, came off like a pretentious poser.

I found Dooku annoying. He came off like such a pompous effete poser. And his duellist pretentions made me want to throw something at him. The EU builds up his duellist thing farther and is quite worshipful about him. They even have Yoda say at some point that he was the best and wisest of the Jedi or something like that. The EU likes to build up characters most worshipfully -Mace Windu the bestest lightsaber duellist who's so cool he's got a fighting style only he can master without going dark and which plays with the dark side without going into it (he also he also a special sort of prophetic shatterpoints power and was on the council at age 28, because he's, like, the coolest), Count Dooku, also the bestest lightsaber duellist, who's just so wise even though he's evil (oh how tragic is it that this great Jedi went dark), Jango Fett who can kill loads of Jedi with his bare hands because he's the coolest Mandalorian warrior ever before lil Bubba (and we all know Mandalorians are sooo cool), etc, etc.
Characters in the prequels who are more annoying than Jar Jar: Anakin, Kenobi, Padme, Yoda, Windu, Dooku, Jango, Boba, Nute Gunray and his pals, Later-ROTS Palpatine, various silly droid troopers of various types, various podracers.
When I see pictures of Anakin do I think "Oh look, there's Luke's dad!"
No.
Therefore, complete fail. 0.
I don't like how quickly Anakin turned from a nice little boy to a troubled teenager who developed a huge ego and didn't believe in his master and finally to a full-fledged Sith lord who killed young Jedi kids and their masters for no reason. It's so stupid. Darth Vader is an awesome villain. However, PT Annie sucks.
I thought this might be slightly assuming: I'm watching Clone Wars: Decoded on Cartoon Network. Anakin made a hypocritical decision and this little tidbit popped up - "Anakin often makes risky choices, even if they put lives in danger." That pretty much sums PT Annie up pretty well, huh?
So... a 1. Only because TPM Annie is somewhat tolerable. Such a smart little boy! But looking back, the TPM and AOTC/ROTS Annies seem like completely different characters. I know there's a huge time gap between I and II, but still... wow...
Lucas also continues to lead the fight for film preservation. "It's amazing," he says, "that you have to fight the studios to get them to preserve their films. . . . Parts of 'Dr. Strangelove' are gone; some of the music is lost. Kubrick is having to photograph individual frames to create a new fine-grain negative. That's madness, tragic madness."
