Excluding its ending, the film was shot on DV tape at 480p. There’s not much more detail that you could pull out of the source in a new upscale, and though the transfer has issues most of them are stylistic choices by the director.
Besides, the film was already upscaled to HD in an official Blu-ray release. Currently $6 on Amazon:

There’s not much a need to upscale it any further. It’s pretty much true to source as is.
If you watch the deleted scenes, you can see that the footage went through a LOT of post processing to alleviate the harshness of the original video source.
It was also outputted to 35mm for release and judging by the quality of the home video releases, they scanned the 35mm negative instead of going back to the original DV tapes.
In a way…it’s already been upscaled.
