Removing shimmering

How would I go about removing the shimmering from a video? It's the kind that makes fine details look rainbowy.

need more details. i.e. what kind of video?, what was the source?,how did it end up with shimmering? to me it sounds like you may have an over compressed xvid rip. people need to know what you got before they can offer a solution. if it is a badly ripped xvid you might as well trash it. if its an old vhs or something then someone here may know how to help with filters.
