To test the quality of a comb filter with PAL signal, it will be useful to find a Snell & Wilcox zone plate with 720x576 pixel, 25fps, lossless... does it exist?

Yes, the Digital Video Essentials DVD has a PAL version.
I can send you an m2v for just the S&W Zone Plate(s), if you'd like.

So which card ended up being the one to go with? my new powerful PC does not have a video capture card and I was thinking on getting one just to have, not sure if I will ever need LD video but I guess it couldn't hurt to have 1 just in case, I have Windows 7 Pro 64-bit so which card is good and will not break the bank lol?

If you need a 3D comb filter and you don't mind the potential AGC issues, then go with the Diamond TVW750PCIE.
If you don't need a 3D comb filter (or a good comb filter at all, for that matter) and you're interested in something that's rock-solid reliable for both analog and digital captures, then go with the Blackmagic Intensity Pro.

What do you mean by reliable? I haven't heard good things about the BMIP and VHS signals.

Most of the bad reviews of the BMIP come from people plugging the composite output of a crappy VCR into it; expecting the BMIP to lock onto an incredibly unstable signal.
By "reliable" I simply mean that if you (1) provide a stable signal, (2) determine that your HDD/SSD is sufficiently fast using Blackmagic's Disk Speed Test, and (3) make sure not to put your PC under heavy load while capturing, then you have as close to a guarantee as possible that the BMIP will never drop a frame or duplicate a field.
I own wayyy too many capture cards. Even my best one (before the BMIP) duplicated a field every so often.

No '90s player* has a comb filter worth using, so go for the TVW750PCIE if you are more interested in capturing LD than native S-Video, YPbPr, or digital formats.
*I would just say "no LD player" but I don't know anything about the units made in the '00s when good 3D Y/C tech could have been incorporated.
By the way AnctuFaalb, when you get a chance could you edit this post to note that you're referring to the different USB version? Or have you seen AGC problems with both TVW750USB (no 3DYC) and TVW750PCIE (has 3DYC)?

also will this capture audio as well, and if so how does that get hooked up? always need audio for sync jobs lol.

All of the links in althor1138's post are dead, but I have his MP4 downloaded and I'm not convinced that this digital PLUGE Pulse would actually trigger bad AGCs. I seem to recall playing it through the USB stick without it freaking out.
