No it’s not, what you’re thinking of is the original uncut broadcast pilot which runs 49 minutes, which is in SD and is the same master as the season 1 DVD
The default on the BD is the 45 minute syndicated cut which is also used for streaming services
It’s so bizarre Warner refused to upgrade the uncut pilot episode for HD and instead just include it in SD as a special feature (reminds me of how they did the season 7 super-size episodes of Friends for the BD set)
