I think that's a promo still from the ill fated attempt to pair Daniels and Baker in an adventure series in the wake of Star Wars fever. Roaming the country catching evil doers who failed to buy a tv license didn't exactly make for compelling weekend viewing. ;)

As mentioned elsewhere, one of those was the first album I ever paid money for (my mum noticed it was cheaper than the gatefold John Williams OST that was doing slightly better business).

It introduced me to Sir Arthur Bliss and it's got a rather fun Doctor Who theme interpretation (those horns just after the middle 8 are something Murray Gold should have a thought about).
