Although it is frequently ignored, the 10th Amendment to our Constitution states that any powers not explicity granted the Federal Government belong to the individual states. It's a joke nowadays, unfortunately. For example, South Dakota has just pretty much outlawed 99% of abortions, and the Federal Government cannot act directly to overturn this. If someone doesn't like it, they have to fight it in the court system. Part of the whole checks and balances thing...

If someone there badmouths one of their politicians, and the politician sees it, they can go to law enforcement or the ISP and ask the site to reveal their logs. Most sites capture IP addresses. So, it would be possible, but many ISPs refuse to give that sort of information out in the absence of, or in spite of, a court order.
There are products out there to combat this sort of thing...the EFF site offers a pretty good one, although it's slow during peak use.
