Color correcting individual frames?

Is it possible to color correct individual frames from an AVC file? Or, more specifically, parts of individual frames? I’m most familiar with Premiere, but I’ll try my hand at other programs if necessary. It might go without saying, but I’d like to lose a little quality as possible when doing this.
