As to the character development, I saw the episodes that Smudger got his source material from, and there just wasn't enough there to draw from. I think he really did do the best he could. The whole old guy (99) and Heavy storyline, and Heavy's death not being very impactful, it just wasn't there in the original story. Blame the Clone Wars writers for that.
As far as excising the Huttlett story, I think that was a good choice in principle. I saw the Clone Wars feature film over the last weekend, and that story was so DUMB. But yes, there was a lot of character development with Anakin and Ahsoka, not to mention there was some good material with Padme and Palpatine, that unfortunately couldn't be included without having to include the stupid baby worm story.
So maybe the Hutlett story should have been included, but very sharply pared down; not so much of the crying baby scenes, or Ahsoka playing mother, etc.
