Wow, I feel kinda stupid posting this here, but.....

What program do I need to burn VIDEO_TS folders?

There's several programs (probably including some free ones somewhere) that do the job, but I've had the most success with Nero:

I made this so that users can add DVD-Rom folders but you can also use these steps to make a DVD with Nero

NOW, you can also add CONTENT, JACKET_P or EXTRAS folders - Just drag and drop them into the first window as pictured above

What exactly is the function of a JACKET_P folder?

There are a very few carousels (multi-disc players) that can read and display a .jpg(?) of the album cover that is stored in the Jacket_P folder, so that you can quickly see on-screen which DVD you are currently selecting. It's nothing you really need to be concerned about, unless you happen to own one of these players. In some cases, it isn't even described in the user's manual.
