Let me get this straight, in Florida if a person came into my home with the intent to kill me and prevented me from escaping, I would be legally required to "submit" and let him kill me? That is absurd!

The ability to protect yourself, your children, or your spouse is important, no matter where you are. “I want to thank Governor Bush and the bill sponsors, Sen. Peaden and Rep. Warb: England did not possess nukes, but it did possess poison gas. At the time it was by FAR the dominant power in the world, considering it had holdings in Canada, Australia, India (soon to split into Pakistan), Africa, Ireland, Hong Kong(?), Scotland, etc; The saying went at the time "The sun never sets on the British empire". England didn't lose it's dominant position until WWII.
As far as a government using them on a population in revolt: That would be pretty extreme. They'd have to be willing to use them on large segments of a population that largely wouldn't care one way or the other, and was not actively fighting them. Likely? Depends on who it is.
