Assembling Rars into MKVs?

A lot of fan preservation work here at OT seems to be shared via Rar files now days - what is the best recommended tool for reassembling these into a full media file?

RAR files are archives containing the actual media. To “unpack” them you need the correct “unrar” program for your operating system -
