About the deleted scenes, the people who use these scenes in their edits usually manage to improve the quality of the scenes themselves, or get them from a source that has these scenes sort of “remastered”. I think Hal9000 is one of the most requested guys here, he probably has these deleted scenes improved, or knows someone who has them.
About the “subtle changes” thing I mentioned, I suggested this because some editors here can do magic just by switching scenes around or cutting a few lines. They often manage to set a much better tone than the films, while still maintaining canonical consistency in much of these changes. Hal did this kind of thing in his Attack of The Clones edit, and a Revenge of The Sith edit called “The New Canon Cut”, by NFBisms, adds some lines to the characters, but was very good too. The Phantom Menace edit by Dazman substantially improves the film’s special effects, including the fight scenes against Darth Maul (If you can, check out the pictures he posted about his edit through the edit thread, it’s really impressive). These are examples of some that I have seen and enjoyed.
For the Attack of the Clones edits, I see people using a lot of deleted scenes of Anakin meeting Padmé’s family and things like that. This helps to improve the romance part between them.
