Also, after the disaster of the first film, fans wanted a more 'action packed' film. Something a little closer to the series. Khan delivered that. I think at the time, if I'm remembering my Trek history, that was going to be the last one so they pulled out all the stops. They wanted to give the fans a great film to go out on.

Of course, it made so much money that they continued the franchise.
