Actually, I shouldn’t have been so hasty. I assumed it’s the “athletes without a nation” group but maybe not?

Refugees will be allowed to compete under the Olympic Flag at the 2016 Summer Olympics, under the label Refugee Olympic Team. 10 athletes from 4 countries were announced to compete for this team.
