Not convinced that’s Bail Organa (but I’d love to be proven wrong). The fact that he’s in a military uniform doesn’t seem to fit.
Maybe if this film were taking place a couple of years after ROTS .
Why?
Bail was heavily involved with the rebellion around time of ANH.
That contradicts the reason you said you don’t think it’s Bail.
And it’s only been 19 years since ROTS, so technically he shouldn’t look any older than the guy in the picture. One could also argue that Mon Motha looks a tad too young in this film considering how it’s only roughly 5-ish years between ANH and ROTJ.
That’s an interesting point but we need to see a good photo of whoever that person is before any assessment can be made. Also they could perhaps use CGI to age Jimmy a bit.
