Rebels made it so that the reasoning behind Yoda having a lightsaber is because he and ALL JEDI WHO FOUGHT IN THE CLONE WARS FELL TO THE DARK SIDE. Palpatine has a lightsaber because… I guess he’s just a dick from the dark side.
Now that I think about it, that was an insane retcon that could not be better. If only… a PT reboot. sigh
